Four of the justices sided with Bakke, claiming the quota violated Title VI of the Civil Rights Act of 1964, while four justices ruled against Bakke, claiming the quota policy was constitutional. Justice Lewis Powell broke the tie, ruling that the quota program was in fact unconstitutional, but affirmative action, was not. Bakke was admitted to the UC Davis Medical School.
